I just bought a Remington 770 .308. And the bolt handle is a bit hard to tap down when i push it to the reciever. I am new to bolt action rifles, so i would like to know if all bolt action rifles are like that or if i just have a defected one.
On what you mean by "a bit hard". If you have concerns, take it to a gunsmith, or at least someone you know to be well versed in firearms and have them check it out.
Normal.
You're cocking the rifle when you close the bolt, so it's normal that you'll feel a bit of pressure when doing that.
Depends

Check to make sure the chamber and the area the bolt lugs go into is clean.
Try putting a thin coating of grease on the rear of the bolt lugs.
Try closing the bolt in one quick motion, push forward and down.
