I've found that the Ruger P-Series pistols are both cheap and reliable. They also have the added benefit of being produced by a large, fairly reputable company.
I really like my Kel-Tec PF-9. It's one of the smallest 9mm's out there, perfect for daily concealed carry.
BUT...
It lacks the weight and long-range accuracy for a target pistol. It was designed with concealed carry first and foremost. Due to it being so light, so small, and with only a 3" barrel you're going to feel a bit of recoil (not BMG-50, but noticeable).
You should find it less than $300 just about anywhere.
Will you be carrying it in a hip holster open to view (don't get one), in a bag or case (don't get one), or trying to keep it hidden (get one)?
Used will usually drop your price on just about anything.
I'm happy with the Taurus PT-111 I've had for several years but I've often heard that Taurus can be a real pain if you're unlucky enough to have a problem. I believe it was about $300
The ever-indulgent wife just got a Baby Glock - the G26. Those run about $500. It will take all Glock 9mm magazines (the only one that will since it's 10-rd mags are too short for all other models). It's a bit small for my big paws unless I stick in a larger magazine. The 33 round one works well. ;)
I just got a Springfield XD9-SC - the subcompact with the 3" barrel. Got it largely because how much I like my XD45 5" Tactical. Only run a few hundred rounds through the 9mm so far but I like it. It'll probably replace the PT-111 as my carry gun fairly soon. Nice to have my spare magazine be a 16-rounder, just in case. It was also about $500.

reliable cheap 9mm
Kimber target II 9mm stainless was perfect right out of the box! First 150 rounds so far have been flawless no FTE, or jams..
Very accurate , recoil is moderate and good for quick 2nd shot..
This gun is beautiful with a great trigger pull as well
