I'm not generally an advocate of refinishing. Though that comes from collecting relic and antique weapons. Usually refinishing lowers the value and the historical context of the weapon.
But having said that, I take it this isn't a unique or historical weapon. You did get a great deal from what I can tell. I'd go for the professional refinishing if you want it to look better and the finish is substantially diminished. If the finish is only a minor reason why you bought it, then leave it alone. Functionality generally isn't altered by the finish.
